The planning committee shall: • Review and approve all business and development plans, including all financial statements as required by Section 1B; • Review, and when necessary amend, City ordinances and resolutions pursuant to this Division 1A and Chapter 13 of this Code and other applicable law; • Review, and, if necessary, amend, the annual financial statement of the City, prepared by the Secretary of the City Government, and approve any revisions required by this law. Plans made by the City, when approved, require the approval of the Planning Commission only if the approved business and development plans are to be implemented prior to the date on which the City enters into a contract with the selected vendor. Any contract with the selected vendor shall require the approval of the Planning and Development Committee. The Planning Commission shall make all final decisions on all matters brought before it, except when a committee is authorized to review a request or proposal made pursuant to Section 19.
